Your site.def is not correct. It is probably located in

/usr/openwin/lib/config/site.def (thanks to sun)

Have a look inside xmkmf (this is a script) to find the exact place.
In site.def there is probably something like :

/*
#ifndef HasGcc2
#define HasGcc2 YES
#endif
*/

Try to uncomment it.
