bug fixes for ctwm 3.5.2c

When compiling ctwm 3.5.2c for Solaris 2.8, I came across two bugs:

1. compiling without m4 triggers a syntax error in the code
2. there's a memory allocation problem in Execute().

Neither bug is Solaris specific.

I attach the patch.
