I used to want that too, but have now found a better alternative (for f.quit):
I have a little program that just opens a window with "do you want to quit"
and waits for you to press "yes". It just iconifies when you press "no". This
program is the last one started in my .xsession. This way I can f.quit without
exiting my session (or alternatively, my ctwm can crash without logging me out).
My "Quit" menu entry just does a `f.warpto "quit"'.

Of course, it's probably even better to use a real session manager instead of
my little "quit" program. Someday, I'll try that out (I just happen to dislike
all the session managers I've seen).

For f.restart, I don't really need any confirmation since even if I restart
by mistake (unlikely since it's only in a submenu) it's not a big deal.

What would be the point exactly ?
If it is for security, you have to be aware of the fact that it can
only work if ctwm is fundamentally changed (or maybe through some very
clever ctwmrc setup). You can move most windows from one workspace to another
through the workspacemanager, for instance.
I think this could only work if there was some way to have different menus,
keybindings and options per workspace. This would be a desirable feature
by itself.

Hiding private rooms would also be a good first step towards realistic
security, but you'd still have to setup your ctwmrc carefully (and the
restriction you'd have to put there would probably annoy you under normal use)
