I find behaviour somewhat like this under Linux when Num Lock is
turned on. I have F1-F9 bound to flip between virtual desktops, if I
hit F1 with NL off, it behaves properly (flipping to the top-left
desktop). If I have NL turned on and hit F1 when the mouse cursor is
in a window, the F1 gets passed to the window. If the cursor is over
the desktop, then ctwm takes it and it behaves normally.

I vaguely recall something like this happening with some magic mode
key under Solaris (compose?), but it's been a couple years since I had
a Sun, so I don't remember more details.
