I have added this exact feature eons ago in my ctwm (not for xterm but
for xconsole instead).
It comes bundled with my OnTopPriority patch (along with one or two
other changes).
If you look at

        ftp://slhp1.epfl.ch/pub/

you'll see an `otp' patch for ctwm-3.5. That's it.
The patch will probably not apply cleanly to any other versions
(I couldn't resist changing things all over the place).
If you need the patch against some other version, just ask me (and
tell me where to find that version since I probably don't have the latest
one around here).
This patch has not been integrated into the main ctwm release mostly because
it requires an ANSI C compiler, in case you're wondering.
