I think it's probably just GTK. For an easy and common test case, try
Mozilla. I've also seen it on other apps... Gabber comes to mind, I'm
fairly sure I've seen it other places too.

On the other hand, XMMS uses GTK too, and f.occupy works fine for it, so
it's not just the presence of GTK that's doing it.
